PAA issues tender to acquire UAV-based navigation system
The Pakistan Airports Authority (PAA) has invited
bids for the procurement of a UAV-based Navigational Aids (NAVAIDS) Inspection
System, including training, testing and commissioning, for its aviation
navigation services.
According to an Invitation to Bid issued by the
PAA, the procurement will be conducted through the e-Pak Acquisition and
Disposal System (EPADS) v2.0 under PPRA Rule 36(b).
The tender, registered under EPADS No. P-106282
and I/T No. HQPAA/1992/375/XXLN, requires interested bidders to submit their
proposals electronically by September 30, 2026, at 11:00 a.m. The bids will be
opened at 11:30 a.m. on the same day at the Logistics Center (South), Logistics
ANS Branch, Karachi.

The fixed bid security will be as specified in
the bidding documents, while the basis of pricing has been stated as F.O.R.
(Free on Road).
The PAA said detailed bidding documents
containing the terms and conditions, technical specifications and other
requirements are available on EPADS. Vendors must be registered on EPADS v2.0
to participate, and manual submission of bids will not be accepted.
Prospective bidders have also been asked to
inform the PAA through an intimation letter, along with proof of active
taxpayer status and relevant GST/NTN certificates. The original bid security must
reach the designated address before the bid submission deadline, while a copy
of the pay order or bank guarantee must also be uploaded with the online bid.
The contract will remain in force until the satisfactory
completion of the contract and the applicable warranty period.

The PAA has reserved the right to accept or
reject any or all bids for cogent reasons, which will be communicated to
bidders upon request. It also warned that submission of any fake or dishonoured
financial instrument could lead to blacklisting and legal action under
applicable law.
The
tender has been issued by the Additional Director, Logistics (ANS), Logistics
Center (South), Headquarters Pakistan Airports Authority, Jinnah International
Airport, Karachi.
