PAA to strengthen firefighting capacity of Lahore airport
The Pakistan Airports Authority (PAA) has invited
bids for hiring consultancy services for the planning, design and project
execution supervision for replacement of the firefighting system at Allama
Iqbal International Airport (AIIAP), Lahore, highlighting efforts to upgrade a
critical safety system at one of the country’s major international airports.
According to
a tender notice published on September 1, 2026, the PAA is seeking eligible
firms to provide consultancy services covering the planning and design phase as
well as supervision of the eventual project execution.
The
procurement will be conducted through a Single Stage-Two Envelope procedure
using the Quality and Cost Based Selection (QCBS) method. The tender
is being processed in accordance with the Public Procurement Rules, 2004, along
with applicable regulations, procurement guidelines and instructions issued by
the authority.
Rs500,000
bid security
The tender
requires participating bidders to submit a bid security of Rs500,000 in
the form of a pay order, banker’s cheque, call deposit or demand draft in
favour of the PAA Development Works Accounting Unit AIIAP.

The detailed
bidding documents, including the terms and conditions, technical specifications
and other requirements, are available through the government's e-Pak
Acquisition and Disposal System (EPADS) v2.0 for eligible bidders
registered on the platform.
Bidders are
required to submit their bids electronically through EPADS by 11am on
September 23, 2026. The e-bids will be opened on the same day at 11:30am.
The PAA has made clear that manual submission of bids will not be entertained.
The original
instrument of the bid security must also reach the designated PAA office before
the tender closing date and time.
Pre-bid
meeting scheduled
A pre-bid
meeting has been scheduled for September 9, 2026, at 11am at the
office of the Additional Director E&M (PZ), Allama Iqbal International
Airport, Lahore. The meeting will provide prospective bidders an opportunity to
seek clarification regarding the consultancy assignment and tender
requirements.
The tender
has been issued by the Divisional Engineer E&M, Pakistan Airports
Authority, Level-IV, AIIAP, Lahore.
Background
The
firefighting system is a fundamental component of airport safety
infrastructure, particularly at an international airport handling passenger
terminals, aircraft operations, fuel-related activities and other facilities
where fire risks can have serious consequences. A comprehensive airport
fire-protection system generally involves fire detection and alarm
arrangements, firefighting equipment, water supply and related
emergency-response infrastructure.

The
consultancy sought by the PAA is therefore expected to provide the technical
basis for replacing the existing firefighting system and to oversee the
implementation of the proposed works. The separation of design and execution
supervision from the eventual construction work is intended to ensure that the
replacement project is properly planned and implemented in accordance with
technical and safety requirements.
Allama Iqbal
International Airport is a key aviation gateway for Lahore and serves both
domestic and international air traffic. Upgrading its essential safety
infrastructure is consequently significant not only for airport operations but
also for passenger, staff and aircraft safety.
