Bill recommends Rs. 60 million compensation package for accidental death of passenger
A sub-committee of the National Assembly has approved the Carriage By Air Amendment Bill 2025, proposing substantial increases in compensation for passengers and their families in cases of air travel incidents.
The Defence Sub-Committee of the National Assembly’s Standing Committee on Defence met at Parliament House under the convenership of Sharmila Faruqi to review the proposed legislation.

According to the Ministry of Defence’s legal adviser, the bill recommends Rs. 60 million compensation for the accidental death of a passenger during international travel, aligning Pakistan’s standards with global norms.
For domestic flights, the proposed compensation is Rs. 20 million. The ministry had initially suggested Rs. 15 million, but the federal cabinet raised the amount. The adviser also noted that compensation in India currently stands at Rs. 5 million.
The amendment further proposes Rs. 600,000 compensation for lost baggage and Rs. 5,000 per kilogram for lost or damaged cargo. For in-flight injuries, compensation will be determined by a designated medical board based on the severity of injuries.

The committee chairperson additionally recommended making it mandatory for airlines to release compensation within 30 days of the submission of a succession certificate. The Defence Ministry agreed to the proposal, and the sub-committee approved the bill with this provision included.
