The new entities are Pakistan Civil Aviation Authority (PCAA), the Bureau of Aircraft Safety Investigation (BASI), and the Pakistan Airports Authority (PAA)
 

Pakistan reorganizes Civil Aviation Authority into three entities

The Pakistan Civil Aviation Authority (PCAA) has been restructured into three separate entities: the Pakistan Civil Aviation Authority (PCAA), the Bureau of Aircraft Safety Investigation (BASI), and the Pakistan Airports Authority (PAA).

Under the new arrangement, each entity has been assigned specific functions:

·        The Pakistan Civil Aviation Authority (PCAA) will continue to handle regulatory duties, including flight standards, pilot licensing, airspace and aerodrome management, airworthiness, air transport, and aeromedical services.

·        The Pakistan Airports Authority (PAA) will now manage all commercial airports.

·        The Bureau of Aircraft Safety Investigation (BASI) will be responsible for investigating aircraft accidents.

This reorganization follows a federal government bill passed in 2023, which mandated the division of the PCAA into these three distinct entities.

The Ministry of Aviation has confirmed that employees have been reassigned according to their expertise and experience, and that financial resources and assets have been allocated to the respective new departments.

A separate notification will soon announce the appointments of the heads of these entities. In addition, the Ministry of Aviation has advertised the positions of Director Generals for both the PCAA and PAA.
