PAA invites bids for construction of link taxiway at Lahore Airport

Link taxiway at Lahore Airport to serve the General Aviation Hangers

The Pakistan Airports Authority (PAA) has invited bids for the construction of a link taxiway to serve the General Aviation Hangers at Allama Iqbal International Airport (AIIAP), Lahore.

According to a tender notice issued by the PAA, the procurement will be conducted under the Single Stage One Envelope Procedure in accordance with PPRA Rule 36(a).

The tender carries a bid security of Rs450,000, while interested contractors are required to submit their bids electronically through the PPRA E-PADS-2 portal before the deadline.

Tender schedule

The deadline for submission of bids is August 24, 2026, at 11:00am, with the bids scheduled to be opened at 11:30am on the same day.

The tender documents, including details of the procurement method, terms and conditions, are available through the PPRA E-PADS-2 system.

Eligibility requirements

PAA has specified several mandatory requirements for participating bidders. Contractors must have:

  • Valid registration with the Federal Board of Revenue (FBR) and be listed on the Active Taxpayer List (ATL).
  • A valid Professional Tax Certificate.
  • Updated Pakistan Engineering Council (PEC) registration in Category C-6 or above for the current year.
  • An affidavit on Rs300 non-judicial stamp paper confirming ownership of the firm, absence of blacklisting and details of any pending litigation.

The bid security must be submitted in the form of a Pay Order or Bank Draft issued by a scheduled bank in favour of PAA Development Works AU AIIAP, Lahore. The original bid security is required to be submitted in person to the concerned PAA office by the stipulated deadline.

PAA has further directed bidders to submit their bids and all requisite documents electronically through the PPRA E-PADS-2 portal.

The authority has reserved the right to accept or reject any or all tenders in accordance with applicable PPRA rules. It has also warned bidders that submission of fake or dishonoured financial instruments, including bid securities, earnest money or bank guarantees, may result in blacklisting and legal action.

The tender notice has been issued by the Divisional Engineer (Civil), Engineering Services Main & Development, Allama Iqbal International Airport, Lahore.
