Pakistan Airports Authority to introduce electric passenger mobility cart services
The Pakistan Airports Authority has invited
Expressions of Interest (EOI) from qualified firms to introduce app-based
electric passenger mobility cart services across four of the country’s busiest
airports, aiming to improve landside transportation and passenger convenience.
According to the notice, the proposed service
will be deployed at Islamabad International
Airport, Jinnah International Airport,
Allama Iqbal International Airport, and Multan International Airport.
The initiative focuses on the establishment,
operation, and maintenance of electric ride-on carts designed to transport
passengers between parking areas, pick-up and drop-off zones, and terminal
entrances. Officials say the move is part of broader efforts to modernize
airport infrastructure and enhance accessibility through environmentally
friendly transport solutions.

Scope of Services
Interested firms are required to propose a
comprehensive operational plan, including fleet size, technical specifications
of electric carts, and deployment strategies. The project also calls for
installation of supporting infrastructure such as EV charging stations, with
bidders expected to outline charging locations, power requirements, and the
potential use of hybrid or renewable energy systems.
In addition to transport services, companies must
provide a mobile application enabling ride booking, along with digital and
cashless payment options and real-time service tracking.
Commercial and Technical Requirements
Applicants must submit detailed commercial
proposals, including a monthly license fee payable to the authority and
suggested per-passenger user charges. The EOI also requires company profiles,
relevant experience, and feasibility studies demonstrating the viability of the
service.
Selected operators will be responsible for the
full lifecycle of the service, including day-to-day operations, maintenance of
the electric cart fleet, and passenger facilitation.
Site Access and Deadline
Firms may conduct site visits and obtain
airport layout plans through the respective commercial offices at each
location. The authority has made such visits mandatory, subject to prior
coordination.

EOI submissions must be sent to the respective
airport’s Chief Operating Officer or Airport Manager by May 12, 2026.
Applicants are allowed to apply for one or multiple airports, provided they
clearly specify details for each location.
The
initiative reflects a growing emphasis on sustainable mobility solutions in
Pakistan’s aviation sector, particularly as passenger volumes increase and
airports seek to streamline landside operations.
