Islamabad Airport working on dam to conserve rainwater
The Pakistan Airports Authority
(PAA) has invited proposals from qualified consulting firms for the design
review and construction supervision of a rainwater harvesting dam planned at
Islamabad International Airport, as part of efforts to strengthen water
resource management and environmental sustainability at the country’s largest
aviation facilities.
According to a procurement notice issued by the PAA’s
Planning and Development Directorate, the authority intends to procure
consultancy services for the Kasana
Rainwater Harvesting Dam Project at Islamabad International
Airport.
The consultancy assignment will cover design review,
technical oversight, and construction supervision to ensure the project is
executed in accordance with approved engineering standards and regulatory
requirements.

PAA has invited Requests for Proposals (RFPs) through
the government’s Electronic Pakistan Acquisition and Disposal System (EPADS)
Version 2.0. The procurement will be conducted under an open competitive
bidding process using the Quality and Cost Based Selection (QCBS) method, in
line with the Public Procurement Rules, 2004.
Interested firms must be registered on EPADS v2.0 and
submit proposals electronically through the platform. The authority stated that
technical proposals must be accompanied by the required bid security in the
form of a pay order or bank guarantee submitted physically to the designated
address. Financial proposals, however, will only be accepted through the EPADS
portal and will not be received in hard-copy form.
According to the schedule announced by the authority,
proposals must be submitted no later than 11:00 a.m. on June 30, 2026, while bid opening is
scheduled for 11:30 a.m. on the same
day.
The authority emphasized that manual submissions will
not be entertained and encouraged firms that have not yet migrated to EPADS
v2.0 to complete their registration before participating in the tender process.
PAA further noted that a Grievance Redressal Committee
(GRC) has been notified for the procurement in accordance with Rule 48 of the
Public Procurement Rules, 2004, ensuring transparency and accountability
throughout the bidding process.

The proposed rainwater harvesting dam is expected to
contribute to sustainable water management at Islamabad International Airport
by improving rainwater collection, storage, and utilization, supporting broader
environmental and infrastructure resilience objectives.
The Planning and Development Directorate of the Pakistan Airports Authority
will oversee the procurement process and subsequent implementation of the
consultancy assignment.
