PAA to hold environmental impact assessment for new aviation complex in Islamabad
The Pakistan
Airports Authority (PAA) has officially launched the public consultation
phase for its upcoming high-profile project: the Aviation Complex in Islamabad’s Blue Area.
In a move to comply with national
environmental standards, the PAA has announced a formal public hearing to
discuss the project's Environmental
Impact Assessment (EIA) report. The session is scheduled for May 18, 2026, at the Crown Hotel in
the heart of the capital’s business district.
Legal
Compliance and Transparency
The hearing is being conducted under
Section 12 (3) of the Pakistan
Environmental Protection Act, 1997. This law mandates that any
large-scale construction project must undergo a rigorous review to predict and
mitigate potential damage to the surrounding ecosystem.

Because the Blue Area is the
commercial nerve center of Islamabad, the Aviation Complex is expected to have
significant implications for local traffic patterns, air quality, and urban
infrastructure. The EIA process ensures that these factors are weighed against
the project’s economic benefits before any ground is broken.
Public
Participation and Oversight
The PAA is inviting all
stakeholders, including local residents, environmental activists, and affected
parties, to review the findings of the EIA report. The document outlines the
projected environmental footprint and the proposed mitigation strategies the
PAA intends to implement.
Report Review Locations:
- The Green Library (Pak-EPA): Located in Sector H-8/2, Islamabad.
- PAA Project Director’s Office: Available at the Islamabad site and the Karachi Camp
Office (Terminal-1, JIAP).
How
to Participate
The public is encouraged to attend
the hearing at 11:00 AM on May 18
to offer verbal testimony. For those unable to attend in person, written
comments and concerns can be submitted directly to the Director of EIA at the Pak-EPA or to Engr. Faiz Ullah Khattak, the Project Director for the PAA.
