Sialkot International Airport issues tender to hire consultants for manpower analysis

Sialkot International Airport Limited (SIAL) has invited technical and financial proposals from qualified consultants and consultancy firms to conduct a comprehensive manpower analysis and workforce rationalization study aimed at optimizing staffing levels and improving operational efficiency.

The airport is seeking consultants with proven expertise in aviation management and workforce planning to assess its existing organizational structure and recommend an optimum staffing model aligned with international best practices.

The study will include a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis of SIAL's organizational structure and workforce, along with an assessment of manpower requirements based on current and anticipated operational demands.

According to the terms of reference, the selected consultant will review departmental headcounts, job responsibilities, duty rosters and overtime arrangements. The assessment will also examine staffing requirements in relation to flight schedules, aircraft movements, passenger and cargo volumes, peak-hour demand and support functions.

The consultancy will be expected to identify staffing shortages and surplus capacity, while examining opportunities for employee redeployment, multitasking and process improvements. Staffing levels and productivity will also be benchmarked against comparable airport and ground-handling operations.

The final recommendations are expected to include department-wise staffing requirements and deployment arrangements for both current operations and potential future growth. The consultant will also be required to prepare a comprehensive manpower planning model and a phased implementation plan that takes into account regulatory requirements, operational continuity and potential implications for employees.

Eligibility Requirements

SIAL said applicants must demonstrate relevant qualifications and substantial professional experience in aviation management and workforce planning.

Consultants or firms should also have a proven track record in conducting manpower assessments, organizational reviews or workforce rationalization studies for airports, airlines or ground-handling organizations.

Applicants will be required to provide details of similar assignments completed previously, along with verifiable client references.

Proposal Submission

Interested consultants and firms must submit both technical and financial proposals containing their professional or company profile, details and qualifications of proposed experts, information on comparable completed projects, proposed methodology, work plan and expected completion timeline.

Proposals must be submitted in sealed envelopes clearly marked "Proposal for Manpower Analysis and Workforce Rationalization Study."

The submission deadline is October 15, 2026.

Only shortlisted applicants will be contacted for further evaluation or presentations. SIAL has reserved the right to accept or reject any or all proposals.
