PAA
invites bids to maintain operational equipment at Peshawar airport
The Pakistan
Airports Authority (PAA) has invited bids for the procurement of fiber-reinforced
rubber belts for straight conveyors installed at Bacha Khan International
Airport (BKIA), Peshawar, as part of efforts to maintain airport operational
equipment.
According to a tender notice issued
by the PAA, registered firms holding valid National Tax Number (NTN) and
General Sales Tax (GST) registration, and appearing on the Federal Board of
Revenue’s Active Taxpayer List, are eligible to participate.
The authority has set a fixed bid
security of Rs180,000.
Interested bidders are required to
submit their bids electronically through the Public Procurement Regulatory
Authority’s (PPRA) E-Pak Acquisition and Disposal System (EPADS). The deadline
for submission is 11am on August 27, 2026, with bids scheduled to be opened at 11:30am
the same day.

The tender is being processed under Rule
36(b) of the Public Procurement Rules, 2004, which provides for a single-stage,
two-envelope bidding procedure. Under this mechanism, technical and financial
proposals are submitted separately; the technical proposals are evaluated
first, while financial proposals of technically responsive bidders are opened
subsequently.
The tender notice states that the
contract will remain in force until satisfactory completion of the required
work and the applicable warranty period. PAA has also reserved the right to
accept or reject any or all bids for cogent reasons in accordance with
procurement rules.
The authority has warned bidders
that any financial instrument found to be fake or dishonoured at any stage
could lead to blacklisting and legal action.

Conveyor systems are an important
part of airport ground-handling and passenger-processing infrastructure,
particularly for the movement of baggage. Maintaining conveyor belts and
associated equipment is therefore essential for reliable airport operations and
minimizing disruptions caused by mechanical failures.
Bacha Khan International Airport is
the main airport serving Peshawar and surrounding areas. Current aeronautical
information published by the PAA continues to list and update operational data
for Peshawar/Bacha Khan International Airport (OPPS).
The procurement also comes within
Pakistan's broader public-sector shift toward electronic procurement. PPRA
rules recognize e-procurement as the use of electronic or digital means for procurement,
while the EPADS platform is used for online tendering and bid submission.

The PAA was established under the Pakistan
Airports Authority Act, 2023, and is responsible for functions including the
operation and management of Pakistan's civil airports and related aviation
services. Official PAA aeronautical publications identify the authority as the

the state under the 2023 Act.
